Oregon’s Response to COVID-19 and Older Adults in Licensed Settings

Summary:

Approximately 30,000 Oregonians live in licensed long-term care settings, including nursing facilities, residential care and assisted living facilities, and adult foster homes. This session will offer multiple viewpoints related to the challenges and opportunities those living and working in these settings have faced during the pandemic.

Learning Objectives:

• Participants will be able to discuss the actions DHS has taken to support facilities while balancing residents’ safety with quality of life.
• Participants will be able to discuss how the Office of the Long-Term Care Ombudsman has shifted operations to continue advocating for residents during the pandemic and with limited visitation allowed.
• Participants will be able to describe several of the challenges licensed long-term care facilities have faced as a result of COVID-19 and how they have dealt with those challenges.

Jack Honey served as the Deputy Administrator of the Safety, Oversight and Quality Unit (SOQ) within the Oregon Department of Human Services (DHS), Aging and People with Disabilities Program until stepping into the role of Administrator in July 2019. SOQ is responsible for the licensing, safety, and regulatory oversight of Oregon’s licensed Long-Term Care facilities, including Adult Foster Homes, Nursing Facilities, Assisted Living and Residential Care, including endorsed Memory Care communities.

Jack has worked in Long-Term Care support and advocacy since earning his Bachelor’s degree in Russian and Eastern European Studies, and subsequently a Master of Business Administration in Healthcare Administration. Prior to working with DHS, Jack served as a licensed Nursing Home Administrator and Assisted Living Administrator, as well as in non-profit senior and long-term care support services.

Fred Steele was appointed by Governor Kate Brown in September 2015 to be Oregon's Long-Term Care Ombudsman and Agency Director of the Office of the Long-Term Care Ombudsman. The agency programs include the Long-Term Care Ombudsman, the Residential Facilities Ombudsman, and the Oregon Public Guardian and Conservator.

Fred graduated from Willamette University College of Law with a J.D. and a Certificate in Law and Government, from Portland State University with a Master’s in Public Health (M.P.H.) and a focus on Health Administration and Policy, and from University of California, Davis with a Bachelor’s in Arts and Science. He has been an active member of the Oregon State Bar since 2008.

Meghna ("Meg") Davidson is the Regional Operations Director for Leisure Care. She has a Master of Business Administration (MBA) in Healthcare Administration from Marylhurst University and a Bachelor of Science degree from Western Washington University.

Meg has had the good fortune of serving seniors in long-term care for 16 years. She is passionate about providing quality of life to seniors and a great work environment for employees. She is grateful to have a career platform that allows her to make a positive impact in the community.

In her free time Meg likes to work out and spend time with family. She also enjoys traveling.
